What we have hitherto observed on the condition and manners of nations, though chiefly derived from what has passed in the temperate climates, may, in some measure, be applied to the rude state of mankind in every part of the earth: but if we intend to pursue the history of our species in its further attainments, we may soon enter on subjects which will confine our observation to more narrow limits. The genius of political wisdom and civil arts appears to have chosen his seats in particular tracts of the earth, and to have selected his favourites in particular races of men.    

Man, in his animal capacity, is qualified to subsist in every climate. He reigns with the lion and the tyger under the equatorial beats of the sun, or be associates with the bear and the raindeer beyond the polar circle. His versatile disposition fits him to assume the habits of either condition, or his talent for arts enables him to supply its defects. The intermediate climates, however, appear most to favour his nature; and in whatever manner we account for the fact, it cannot be doubted, that this animal has always attained to the principal honours of his species within the temperate zone. The arts, which he has on this scene repeatedly invented, the extent of his reason, the fertility of his fancy, and the force of his genius in literature, commerce, policy, and war, sufficiently declare either a distinguished advantage of situation, or a natural superiority of mind.     The most remarkable races of men, it is true, have been rude before they were polished. They have in some cases returned to rudeness again: and it is not from the actual possession of arts, science, or policy, that we are to pronounce of their genius.

Developed in 2002, NSEERS essentially consists of three components. First, citizens or nationals of Iran, Iraq, Libya, Sudan and Syria are required to register with DHS at a port of entry immediately upon arrival -- this requirement also extends to individuals whom DHS inspectors identify as a potential risk to national security, irrespective of gender or nationality. Second, such individuals are required to use specially designated ports of exit when leaving the United States. Third, if anything changes with respect to such an individual's address, employment, or education while here, he is required to report such changes to DHS within ten days of the change. According to DHS, failure to comply with NSEERS could render a non-immigrant ineligible to remain in the United States and subject him or her to fines and imprisonment, unless he can show the failure was "reasonably excusable or not willful".

At one point, there was also a domestic "call-in" component to NSEERS, whereby younger males already inside the United States on non-immigrant visas from 25 countries were required to undergo further processing to verify identity, residence, and employment or matriculation. These individuals were then required to answer an immigration officer's additional questions under oath. The call-in component, designed as a one-time retroactive registration measure, was subsequently discontinued, though DHS later issued an interim rule in 2003 preserving for itself the ability to impose certain special registration requirements on non-immigrant aliens already inside the United States.

NSEERS is a necessary program. In 2003, The Government Accountability Office identified the security need for tracking non-immigrant visa overstays: "While the vast majority of overstays appear to be motivated by economic opportunities, the few who are potential terrorists could represent a significant threat to our domestic security." This "significant threat" is underscored by what a 9/11 Commission staff report had to say about the value of programs such as NSEERS:

Perhaps significantly, a senior al Qaeda detainee has stated that after the 9/11 attacks, U.S. government efforts to more closely monitor the American homeland through such actions as, as he termed it, reviewing Muslims' immigration files and deporting nonpermanent residents made al Qaeda operations more difficult. The detainee cited problems in obtaining tourist visas without interviews and instances in which visa applications were turned down even when the visa documents and passport documentation were complete. If this detainee's account is credible, these programs may have had some deterrent effect on al Qaeda planning and operations in the United States and may have required terrorists to consider other tactics for entering and remaining inside the United States or to attack elsewhere.

Those who are quick to dismiss paper as old-fashioned should hold off on the trash talk. Scientists have made batteries and supercapacitors with little more than ordinary office paper and some carbon and silver nanomaterials. The research, published online December 7 in Proceedings of the National Academy of Sciences, brings scientists closer to lightweight printable batteries that may one day be molded into computers, cell phones or solar panels.

“Power storage is one of the very important aspects of solving the energy issue,” comments Robert Linhardt of Rensselaer Polytechnic Institute in Troy, N.Y. The paper-based devices show excellent performance.

That performance is largely due to paper’s porous nature: at the nano scale, paper is a tangled matrix of fibers. This vast surface area helps inks stick, says Yi Cui of Stanford University, coauthor of the new work. This holds true for carbon nanotube ink as well. When carbon-nanotube ink touches paper, the nanotubes “get caught very tightly to the cellulose,” says Cui, probably just via good old electrostatic forces.

The carbon nanotube ink can be applied in specific places (above, characters say “conducting electricity”) or to the whole sheet. Cui et al/PNASThe paper acts as a scaffold, and the carbon nanotubes act as electrodes that electrolytes in solution react with. This nanotube-paper combination offers a lightweight alternative to traditional energy storage devices that rely on metals.

By sandwiching a piece of untreated paper between two pieces inked with carbon nanotubes and then placing the layers in an electrolyte solution, the researchers made conductive paper that could be bent and rolled. When adhesive tape was applied to the paper and then pulled off, the ink didn’t peel off with the tape, a problem with other energy storage materials made with plastic films, the researchers note. Silver nanowires also made the paper conductive.

Calculations suggest that conductive paper coated with a kilogram of the carbon nanotubes could power a 40-watt bulb for an hour, making the paper more efficient than plastic-based versions of flat energy-storage devices. The scientists also used the conductive paper to collect current inside lithium-ion batteries and were able to power a light-emitting diode, or LED.
